Car insurance for family car?

My mum is learning to drive and my dad got her a small Vauxhall Corsa and the idea was to insure me on the car so I have access to it should I need it. The quote just come in at 1300 ish and well for a car I may or may not be driving that much I am not going to pay it. On my own if I owned the same car I have found insurance of around 700 which is more acceptable. The problem is I don't own the car and my dad is insured on it and my mum is insured on it as a learner, but could I then insure myself on that same car separately? Naturally I'd have to tell them who owns the car but other than that? The main problem is I'm 21, have not driven in three years since passing my test (due to insurance funnily enough) and a student, which is a potent mix for insurance companies ripping you off as much as possible.

So my dad is a very involved liberal democrat. We both really like obama (for the most part) and we've been invited to some protest down in Washington DC about how insurance companys are evil and need to change the way they do things. I got into a minor car accident yesterday afternoon while I was parallel parking on Walnut Street in Philadelphia. I was backing up and I hit the curb. hey im looking at getting a ninja 250r for a first bike. i choose a 250 because it is cheap, cheap to keep up, i could work on almost every job myself, it wont do a wheelie at 90 and kill me, gets 65 mpg highway, and is still as quick as a z28 0-60. what would the insurance be on a little 250 for an almost 18 year old with a perfect driving record, and almost all major discounts ( good student...etc)? i know you cant say for sure but would it be a doable amount since it is just a 250, or is it going way too much cuz im a teen?

Hey I Am looking for some advice from a driver or someone in the police or dvla or just someone smart :) I am going to be buying a car but I am on a provisional so I will not be able to drive the car on my own as of yet however if I get my mums friend to drive it to an off road parking space is there some sort of day insurance that she can buy to get it there as I dont want to insure it till I am going to be driving it. Yet you cant drive it on the road without insurance and just before any1 says dont do it you will drive it your full license I am not going to do that as I will be joining the police one day and will not ruin my chances of a fantastic career.
